Summary:  Cotisations par exercice / années glissantes

Original Submission:  Cotisations par exercice (ex: 2003-2004) ou par années glissantes (un an à partir de la cotisation). Ceci pourrait être implémenté en rajoutant un champ "date effective" qui indiquerait la date à partir de laquelle l'adhésion est effective. En mode "exercice" ce champ serait ramené au 01/01 de l'année courante ou suivante, et en mode "années glissantes" la date serait la même que la date de cotisation.
